The school board in Houston will vote Thursday on the superintendent’s proposal that would allow the district to terminate teachers whose students do not demonstrate test score gains. A study by Brian Jacob and Lars Lefgren that appeared in Ed Next in 2006 found that teachers whose students achieve the smallest gains on standardized tests were independently identified by principals as less effective in the classroom.
