For at least twenty-five years now, reformers in the United States and other developed countries have attempted a variety of strategies to ramp up the quality of teaching and learning. Yet little of it has had the desired effect. Tracking these efforts for just as long has been David Cohen, one of the most thoughtful, and dogged, education scholars in the country.
