National Report Praises School-Choice System for New York City Students

A new Brookings report grades the nation’s largest school districts on how much they promote choice and competition.  New York City was rated the most effective school-choice system. A 2009 study by Ludger Woessmann and Martin West involving students from 29 countries found that competition generates higher student achievement in math, reading and science.
