Limits on Collective Bargaining

A federal judge has dismissed a lawsuit that challenged the limits on collective bargaining by public employees, including teachers, that were enacted in Wisconsin in 2011. The restrictions on government employee unions were part of Act 10, which was proposed by Governor Scott Walker and passed by the Wisconsin legislature.
In an article published in the Fall 2013 issue of Education Next, Christian d”Andrea looked at the impact of Act 10 on the state”s school districts. He found that some Wisconsin school districts were able to exercise more control over their budgets in the wake of Act 10 by taking advantage of new flexibility in determining salary schedules and employee benefits.
